Paris Rent Control Update in 2026: Senate Votes for a Two-Year Extension

Paris’s rent control system was originally due to end on November 23, 2026. It could now be extended for another two years, until November 2028.

On October 21, 2026, the French Senate approved a bill at first reading that would extend rent control in areas where it is already in place, including Paris.

Important: this is not final yet.
The bill still has to go through the rest of the legislative process before the extension becomes law.

Paris rent control: what would change for landlords in Paris?

If the bill is fully approved, Paris rent control would continue for another two years, until November 2028.

The current rules would continue to apply mainly to furnished and unfurnished rentals used as the tenant’s primary residence, as well as mobility leases, which are short-term furnished leases available in certain situations, for example for students, interns, apprentices, employees on temporary assignments or professional transfers.

In simple terms, landlords cannot set any rent they want for these leases. The city of Paris sets a maximum base rent for each apartment, depending on the area, whether it is furnished, the number of rooms, and the age of the building.

A landlord may sometimes add an extra rent supplement, but only if the apartment has a genuinely exceptional feature that is not already reflected in the calculation, such as a remarkable view or a very large terrace.

The Senate has chosen to extend the current rental control system for two more years rather than make it permanent. Under the current version of the bill, no new cities would be able to join the rent control program during that period.

Tenants could have longer to challenge an additional rent supplement

The bill also proposes an important change for landlords who charge an additional rent supplement.

At the moment, a tenant has 3 months from the date the lease is signed to formally challenge that supplement.

Under the version approved by the Senate, that period would be extended to 1 year.

For landlords, this would make it even more important to clearly explain and justify any additional rent supplement directly in the lease.

Has Paris rent control already been extended in 2026?

No, not yet.

The Senate approved the bill on October 21, 2026, and it was sent to the National Assembly on October 22, 2026.

It still needs final approval before the extension can take effect.

For now, the existing Paris rent control rules remain in place.
